We do not have much information to work with. Is this a new install? Or a previously installed device? If previously installed have you been able to login before now ?

hi,

change your console to 115200 baud rate.

other usual setting: 8 data bits, no parity, and 1 stop bit.

Is this a new router or is it active in production?
When it is slow at login prompt suggests the rtr is actively trying to authorize against a remote authentication server and its timeout is set to high.

are you config aaa new model before assign any username/password locally ??

I agree that some details of how it is/was configured would be helpful.

Are you able to ping the device? If so is it possible to access it using telnet or ssh?
