Is it possible to create a loopback interface on RV340 router?

I hope this explanation wil make any sense ...
This router is set up in a nursing home. They are getting an android App for SOS alert calls from apartments within institution. SOS buttons within apartments are conected to a server which serves the App. This server is also on LAN in the same subnet as wifi clients. App connets to server via WAN external IP address of the router and a forwarded port. SOS system provider orderered a loopback to be created on router in case smart phones loose wifi conectivity and switch to mobile data.

Hello,
I am trying to figure this out. Maybe there is a solution...
So the Apps/Smartphones connect with WiFi (which means they are part of the local LAN), and if that fails, they switch to mobile data and use the WAN IP address of the router ?
Can you draw this out (in a schematic drawing) ? I wonder what they want the loopback for exactly...
