Have been battling a router connection to new ATT t1 connection. Router was configured and sent from sister company to this new location. We have had ATT tech test circuit and it tests good, had cat5 cable tested from ATT to router, it tests good. I continue to get serial up/ line protocol down status though and cant communicate to it from wan. Any advice would be appreciated.

Try changing below:
controller t1 0/0/0
framing esf
linecode b8zs
See if that helps..
In my original post, I noticed that you had only 1 channel provisioned and I stated that you should change your timeslots from 24 to "1-24" without seeing the bandwidth statement on the serial interface. Do you have only a 64k circuit or is it artificially lowered for other purposes?
Can you post "show controllers t1 0/0/0"?
