What is the difference between set ip default next-hop and set ip default global next-hop ?

The set ip default next-hop is the normal command to use when configuring PBR when you are not using VRF. set ip default global next-hop is used to configure PBR when you are using VRF and want to route to the global routing table. See this link for more detail
