Shifting Traffic from active router to standby router

Hi Everyone,

 

I have a setup as attached. R1 and R2 are running HSRP for internal network. there are two links from ISP that are terminated in R1 and R2.  If R1 is down then HSRP will transit the traffic to R2. If R3 fails then we can setup tracking to direct the traffic to other router too.

 

My question is. What if any service on other end of R3 or R4 is dropped then how can we track that. suppose R1 is current HSRP active router and the traffic flow currently is Internal->R1->R3->Internet. and link between R3 and Internet is dropped. how can we shift HSRP gateway to R2 in that case?
