I would start with them both off. This is the cabling guide.
Turn on the one you want to be master first, and the other about 10 seconds later.
You configure everything via the master. You will see two sets of ports in the config.

Hi,
I think you are aware of basic requirement for Cisco stacking.
Here I am sharing configuration for stacking
1. Provisioning a New Member for a Switch Stack:
switch 1 provision ws-c3750g-48ts <Model number of Switch>
switch 2 provision ws-c3750g-48ts
switch 3 provision ws-c3750g-48ts
2. Setting the Stack Member Priority Value:
switch 1 priority 10 <This is master switch>
switch 2 priority 9
switch 3 priority 1 <This is default Priority>
3. For any Troubleshooting use command:
Show Switch
Write your configuration on startup configuration.
