Can this scenario be done using two seperate providers?
Full T1 from provider A connecting to Cisco 1760 via T1 DSU.
Data from provider B's fractional T1
connecting to Cisco 1760 via serial card (V.35).
Basically, I dont want to waste the data portion of my fractional T, and I dont want to use another router in my network either.

It should be possible on the 1760 to terminate both lines. It depends on what you want to achieve. What kind of providers are they?
As long as you don't mean to load-balance your Internet traffic between these two lines, all should be OK. If the latter is what you want, just forget it. Many people have asked this question already but with this kind of setup, it will not work.

In response to your email, I have the following suggestions for you:
1: You can use the fractional data as fallback.
2: Use the fractional T1 for special purposes (VPN or e-commerce) or even as your own private connection.

It is perfectly legal to have more than one ip nat outside interface, in your case both T1's would be nat outside.
