Understanding Async port operation

We have a router with an HWIC-16A installed and using it for a terminal server.

All of the ports are configured as shown below. The port shown below has a console cable attached and is working when we reverse telnet from the router.

My question, is, is it normal for the port to be in "administratively down" condition?

If so, why does it default to that condition as my understanding was only a manual interaction could remote the "shutdown" statement from the interface.

not sure I understand the question: the lines work, but one of them is 'shut' ? Can you post the full configuration of your terminal server ?

I agree with Georg that the question is not clear. I have two points that I hope might be helpful. There are some devices with interfaces that default to starting in the shutdown state. Not sure if this is one of these. Second point - I have seen some situations where interactions on a router to some error conditions will put the interface into the shutdown state with no manual intervention required. Not sure is this is one of those.

Third point - are you sure that someone did not issue the shutdown command on this interface?
