A "circuit" connects to peices of equipment together over a shared medium, that allows layer2/3 communication.

I believe "circuit" comes from POTS. For example, if you obtain a leased T1 from your phone service provider for a point-to-point WAN link, you've obtained or have a WAN "circuit".
