EDIT: vManage Down Circuit Issues. Bug?

Wondering if anyone else is having my problem? If not, just posting this to let you know you're not alone. 

I have three circuits at all my sites. When ISP#1 is having an outage, the modem is still up and vManage shows Up/Up on the local connection, vManage still sends traffic out the down ISP. Does Viptela not detect this? Is there a setting I'm missing? I've been working with Cisco vManage team for about a month and they can't figure it out. 

Thoughts?

So after some testing after hours, I was not able to recreate the issue. What I feel like the issue is, ISP#1 keep bouncing in and out and the SLA kept removing and introducing the circuit back in as a route, which made connections inconsistent.
