OS Installation Procedure from ROMMON on Cisco SD-WAN ISR4331

I am using Cisco SD-WAN IOS-XE ISR4331 version 17.6.5.
Could you please share the procedure to install the OS from ROMMON?

For some reason, the router is referencing the OS file instead of the packages.conf file to boot.
I would like to perform an OS upgrade to solve the issue, but the current OS file "isr4300-universalk9.17.06.05.SPA.bin" is occupying most of the space on the bootflash, and can not delete this .bin file cause this is used for booting.
So, I cannot download a different version of the OS file to the bootflash.
Therefore, I believe I need to perform a factory reset and reinstall the OS from ROMMON after initialization.
If there is another solution, please let me know!!

Do not perform a direct upgrade, from 17.6.X (and earlier), to 17.12.X or the router will go into a boot-(silent) crash-loop. 

To boot 17.12.X, the router needs to conduct an intermediate upgrade to 17.9.X before upgrading to 17.12.X (and later). 

This information is not documented elsewhere in public.

I am planning to install 17.6.5 or 17.9.5a.

Do you have any procedures to install from ROMMON ?

If the router is on SD-WAN, then I do NOT have the process.
