Hi Dan,
Cisco SDWAN is made of multiple components
Controllers: vBond, vManage, vSmart (These are all virtual machines that can be deployed either on prem or can be hosted by Cisco for you)
Edges: vedge, cedge (These are the sdwan routers, can be either physical appliances such as ISR, ASR routers or can be also virtualized via C8Kv or vedge_cloud plattforms)
Resources needed to spin up these VMs depend on the version and you can find them here: https://www.cisco.com/c/en/us/td/docs/routers/sdwan/release/notes/compatibility-and-server-recommendations/server-requirements.html
Regarding licenses, it will depend on the features you want to enable, this is a pretty complex topic and my recommendation would be to reach out to your cisco sales representative to work on it. General information is here: https://www.cisco.com/c/m/en_us/products/software/sd-wan-routing-matrix.html
Hope this helps

You can use CML, but note CML does support SD-WAN today, but not shipped by default. I recommend checking the CML GitHub page for a list of available custom node definitions.

More specifically this page: https://github.com/CiscoDevNet/cml-community/tree/master/node-definitions/cisco/sd-wan
Please note: Images can be downloaded from https://software.cisco.com/download/home/286320995/type with a proper Cisco.com account and entitlement.
Hope this helps.
