What AWS permissions are required for Cloud OnRamp

I'm following the instructions here https://www.cisco.com/c/en/us/td/docs/routers/sdwan/configuration/cloudonramp/ios-xe-17/cloud-onramp-book-xe/cloud-onramp-multi-cloud.html#concept_qqq_mly_hmb

 

I created an AWS User and I have a Key and Secret.  What permissions do I need to give the user?  I will be setting this up within my AWS Organization and with multiple AWS accounts.

 

I can't seem to find the documentation that outlines which permissions are required.
