Core issue
The issue is documented in Cisco bug ID CSCse29367.
When installing Security Device Manager (SDM) on Flash, it tries to communicate with the router, but it fails. This issue occurs consistently in all the platforms for the PI4 images, 12.4.9T, and 12.4.8.

Resolution
For a workaround, issue the ssh version 1 command on the router, as shown in this example:
Router(config)#ip ssh version 1
Router(config)#exit
Router#
As an alternative, run the installation wizard again, or install SDM on the PC.
Otherwise, downgrade the Cisco IOS Software to 12.4(6)T2ED.
