Setting Up VPN behind Comcast Modem

Hello - I've had a working gateway-gateway VPN (IPsec) working for several years.   The router is Netgear FVS318N

Location 1:  Static IP / Netgear router (Business class internet) Modem is configured in bridge mode

Location 2:  Dynamic IP (Residential internet) 

  - I have two dynamic IP Addresses from comcast (I'm being charged for two anyway)

  - ARRIS TG1682G Cable Modem/router

  - Cisco RV042G router *

*Note the ARRIS router does not support IPSec VPN, the Cisco RV042G router does support IPSec VPN. 

I would like to reestablish the peer-to-peer VPN connection WITHOUT enabling "bridge mode".  Why? I like a challenge, but the reality is that the Cable modem has outstanding WiFi strength and bridge mode will kill the Wifi functionality.

Could anyone tell me how to configure the router behind the cable modem at location 2?
