Here is my question.... an example is if I have 5 states say California, Kentucky, Maryland, Utah and Florida.
Can I manage them through DNAC from just one central site like Texas? Or do I need a separate ("3 DNACs)" equipment for each of the 5 states? It would save allot of money if I can manage them from one central site (only 1 set of DNACs)..... Thanks!

Sure, you can manage multiple sites whether they be SD-A or Non-SDA through DNA. You simply make multiple Sites through the Design tab/ Fabric tab.

before deploying the solution you proposed, check the Limitation here :
Network latency of less than 100 msec round trip time is recommended. Up to 200 msec RTT can work but may reduce performance. More than that is not recommended by Cisco.
