L7 rules for Meraki

Hello All,

I am having an issue with a L7 rule - Geoblocking within the Meraki platform.  We are attempting to access a site that WHOIS identifies as being the United States.  When our geoblocking rules are turned on to deny traffic not from the US, we are unable to gain access to the site.  When we turn the rules off, we access the site just fine.  

Anyone have any ideas as to what the issue may be?
