No, it does not.
IVR is not supported on any Nexus platform. It is only supported on MDS product line with an enterprise license
Also, be aware the nexus 9k product currently only supports fc/fcoe npv. Meaning that you have to have any upstream NPIV switch (MDS N7k/N5k) to connect to. 9k does not support full FC feature stack yet.
