This can occur due to various reasons, including corrupted bootloader or boot image, incorrect boot configuration, or hardware problems.

Do #dir flash: or #dir boorflash: to see if you have the bin file in it.

If you have bin file do #boot bootflash: *.bin
With * the name of the bin file.
