Intra VLAN communication between PC and Camera through C9300 Switch

I have to change my camera IP but am not able to do with a stand-alone PC because I have lost the power adaptor. So I decide to the same with the help of switch using either as hub or as switch for intra vlan cummunication.

Issues:

1. Not able to use C9300 as hub

2. As a switch it is allowing me to ping only 4 packets.

Please help me with minimal configuration required to allow communication between PC and camera.
