SFP not blinking (no LED light)

I am try to configure the 2nd. SFP on ten1/1/3 but not blinking. Already changed the cable, and testet the SFP on another switch, working as fine. 

I see that SFP on switch 2, has 121 on Current mA but on S1 has 38.4?

Wait a second ... what kind of SFP+ is this? The serial numbers to all the optical modules don't look familiar.
Are these Cisco "branded" modules or not?
