Switch c9200 loses config after reloading even though config is saved?

Configuration is saved on c9200 switch which is in stack and it loses running config when it is reloaded but the configuration are in startup config tried to copy from startup to running but after reload its getting errase. There is no signs of hardware failure as far as I can tell. Can we use this below method in Stack please suggest

+ Boot the switch into ROMMON mode.
++ Check if the SWITCH_IGNORE_STARTUP_CFG bit is set to 1 using the set command.
++ Issue the command unset SWITCH_IGNORE_STARTUP_CFG so as to include the STARTUP config
contents when it boots up.

Can we give Copy startup config to running config in Romon mode?

sh boot
