Windows 10 USB to Serial Connection to Cisco 2651 Router

I am trying to console in my Windows 10 laptop to a Cisco 2651 Router in my home lab. I am using Putty to connect. My port settings under device manager signifies COM4 . I have changed  the port settings from COM1 to COM4 in putty (serial) and I still cannot bring up a connection. My settings are Speed    9600

Data bits      8

Stop bits      1

Parity       None

Flow control None

What could possibly be the problem?

Make sure you have the correct driver installed for windows 10.

Please check from Device manager what is your correct port COM as well.
