Codec reboot via TMS : results are at various times not on schedule

I have a TMS template created to reboot a group of codecs on corporate network at 1am Sundays.  For testing we have run this nightly and the results of reboot is at varied times and not on schedule.  I have variances from 42 minutes early to 6 hours difference.  How does this reboot command work and why am I getting such varied times of the codecs reboot.

If you check the active status under Systems > Configuration Templates, does it show that the template applied to all systems at the same time, or over a period of time?

If you check the most recent log bundle on the endpoints, does it show it received the restart command at the time TMS sent it, and did it restart at that time or later?
