Hi all.
In our environment, we use 800 as an outside access code. Unfortunately our management wants to stick to that (for obvious idiotic reasons). Basically the guy who deployed this solution, when he completed the deployment, there was no secondary dialtone when someone pressed 800 !!!. I consulted a CCIE voice who just came to our office for some other reason (he was from different cisco partner). I showed him and he gave me a tip about translation pattern (they also were created and had 800.(some-pattern)), and asked to enabled secondary dial tone there, after doing this, users are getting dial tone after they press 80 instead of 800.
I know my above explanation will not make sense, but i just want some directions to troubleshoot this issue on my own. Can someone give me any tips as what might be the problem ? and how to go about troubleshooting it ?

Easiest way is to understand how this works, there are some patterns in CUCM which have the provide secondary dial tone check box. (route patterns and translation patterns)
As CUCM does dial analysis of what you're dialing you'll be selecting only a subset of all the patterns your CSS has.
When do you get the secondary dial tone??
When all of the possible matches you have at a given moment have that checkbox.
You might want to use DNA and start looking at what you get when you dial 80 and 800 and make sure there is nothing else which is a possible match and does not have the checkbox.

Dear Sir,
I have checked alot of times but there is no pattern with 80 and a dot after that. All of my patterns are mostly 800.
I have used DNA to see which pattern was being chosen, there is one thing interesting. Like when i put the following string in DNA
03002345676
It matches this pattern
800.03[0-9][0-9]XXXXXXX
and its showing "Provide outside dialtone" -> NO
