I am a new Cisco UC Admin and don't know what to look for. User's internal calls are going to voice mail, just not external calls.

On the directory number configuration, there are separate options for internal vs. external call forwarding options. Check the setting for "Forward No Answer External". If you want external calls to go to VM when not answered, you'll need to check this box.
