Unity Connection - System unavailable message after entering PIN

We are running CUCM Business Edition.  CM and Unity Connection under 7.1.3.   We are unable to retrieve messages from Unity Connection.  If I am sitting at my IP desk phone on the LAN, I hit the messages button, the system asks me to input my pin, I do that, then I get the message "this system is temporarily unavailable, please call again later."  RTMT tool shows that I am hitting the voice mail ports.  We tried stoping and starting the services, nothing.  Did a hard reboot of the box last night after hours and still have the same problem.  All users are locked out of retreiving messages but outside callers can still leave a message.
