What are you using to supply power to the first AP? Does that device support 802.3at? If not, then you can't pass power through to the second device.

It appears that 10.3.1.1 has been removed from the firmware download site (that the APs use), as a Check for Updates just now on an AP running 10.3.1.0 returns "Up to date".
