I have gone through that article before. Doesn't the command:
http 0 0 inside - covers any IP accessing inside interface?
Although by allow "http remote_subnet outside" that is pointing towards the outside interface rather than the inside interface...

Unfortunately this isn't regarding to ASA. And it isn't anything related to rules or licenses on firepower.
That said, I don't think I came on here to Cisco support forums to relate anything to suggestion of changing IPS vendor.
@zaferberber - By right this would not impact CPU performances, unless there is multiple rules that are conflicting in your Access Control Policy.
Is there any other rules that is configured in your access control policy?
