In case anyone is following, lowering the power in the affected area and disabling 802.11r didn't help. We are still seeing a lot of ipads roaming while in class from a strong connection to other APs in the area and back again.
We are assuming this is an issue because the students are sitting in class and will suddenly roam from a solid connection to another nearby solid connection and then back. When this happens several students at once, it has an impact on whatever task...
