Will ISSU updates be supported on 9300 and 9500 High performance switches anytime soon?

trying to upgrade a 9500 stack in ISSU mode using DNA.  I am getting an error on prechecks that the compatibility matrix needs to be uploaded.  I uploaded the latest 17.7.1 and get an error in DNA.  I want to upgrade from 17.3.3 to 17.3.4. thanks

I have several 4300 and 4400 routers that were purchased before we decided to purchase DNA.  Can I add the routers and update IOS without the license?
