CBS350-8T-E-2G : how to use the SFP ports ?

I have a new (for me) CBS350-8T-E-2G.There are 2 SFP ports but i'can't connect them. They stay ever down.How can we use them ?

Thanks for the answer,OK, but i try to connect the SFP+ on port 9 (port 9 rj45 is free) to a router (in fact a internet box) with a dac and that doesn't work.It works only if i connect a rj45 port to the box as source.I don't understand why ...
