I tested this in the lab and noticed that the exec-timeout command seems to have no impact on the session. When I configure the absolute-timeout the sessio does end and I can get the exected result. Do you have any thought on that?

Looks like you are missing this commandccm-manager fallback-mgcpIt looks like one pri is MGCP and one is H.323. If the inbound calls are coming in on the MGCP pri then when in fallback without the above command it will not work.
