I have found a workaround, if I enable Telnet as the deployment method then the policy is applied correctly. Must be a bug with SSHv2 support.

Thanks Leo, however the packet loss occurs at the same time on all hosts whatever their arp-cache timers, so if I boot 2 hosts an hour apart so the arp-age is different they will both experience the packet loss at the same time.Any other suggestions ...
