No. only 2 vlans (11,15) are in my network for wireless. and their SSID are configured for flex only.

Thanks for your answer!! I actually inquired ISP with this issue and they replaced some parts of their equipment connecting to my voice gateway. and it's been resolved since then. it was ISP equipment problem.
