Looks like there may be multiple issues involved here.
1. Try and restart Tomcat service on both IM and P and CUCM. The CUCM serviceability page uses tomcat ( and tomcat certs) to connect to the remote node

That link only talks about tomcat certificates. Here is a link with a detailed description on how to renew all certs

Did you turn on CUCM registration for your domain?You can have a quick look on your expressway-c event logs to see if there is any deny for registration request. You can also post your diagnotics logs as already suggested
