Thanks, works great got thrown off by the documentation under "set dampening" in the Router Command Reference, which shows it in a route-map on a neighbor statement. Should have check the bgp dampening command...Thanks
Acutally turned out to be a bug... Reference CSCec00268. The key think to tracking this bug down was to note that the interface was throttled using the "show int mu1". Once "throttles" was put into the seach string on Bug Toolkit, this popped out....
