This looks like there is enough power. Have you tried moving the camera to another port to test this? If so then try doing a reboot like ajar says, and see if that fixes the issue.

Check this show power inline It will give you the total amount of power available on the switch. Make sure that you have enough power on the switch to deliver the rest of POE.
