I had this problem as well. Goto RME, Administration, System Preferences, RME Device Attributes and change your SNMP timeout settings from the default 2 seconds to at least 10 seconds.

Just make sure the revision number is lower on the secondary vtp server. If it isnt, change the domain to "null" an then back again, this will reset the revision number. I believe changing the vtp mode to transparent and then to server mode will also...
