How to push the custom malicious file block policy to 5000 internal endpoint AMP devices?

I would like to upgrade two ACS 4.x to ISE 1.4 as Primary and Secondary setup for 1000 endpoints.  Do I have to get 2-1000 ISE migration licenses for each ACS or just one for primary one? Thanks
