This is incorrect information. ISR4K routers have no such feature sets only universal image with licensing (IPB, SEC,PERF,UC,APP). BGP is covered under IPB for ISR4K
Sounds like you did not complete the AAA configs enough so that the 3750 can use acs for auth. Also there was no backup configured to use the line or local passwords in the event that acs becomes unavailable. Can you get in via the console?
