Datasheets for the CW9177 say that it is supported by the 26.1.x release. However, when looking at the release notes for 26.1.1 and 26.1.2 it never mentions the CW9177 being supported. Am I missing something?
Currently we have C9800-40 running 17.2.1a in production and working. We just received the HA controller and I need to get them setup as an HA pair. It appears that forming the pair will wipe out my current configuration on the production controlle...

Is the procedure for adding new licenses such as L-MGMT3X-TKN-K9= the same as adding a traditional license in versions 2.x and 3.0? Is there a requirement to have Smart Licensing setup?

I didn't see from the APs perspective that it actually discovered the controller. From the controller what does is show under AP join statistics for these APs? Monitor>statistics> AP Join.
You could try to Prime the controller address into the AP ...
