i'm trying to configure a role that has super admin access in every way except the ability to edit/add/delete devices.  i feel like this should be simple but i've been playing with it for a while with no success. menu access permissions do not appear...

the Cisco documentation says ISE is installed in the cloud or using the ZTP process, you will be prompted to change the web-based admin user password during the first login.   from what i can tell this password reset NEEDS to be done through the gui....
