The CAPF service is responsible to sign your phone certificates. As this service runs at the Publisher node, you need only to upload the Pub Certs in the ISE.
Do not complete the TFTP IP addres during the installation of Cisco TSP 7.1.3Re-install the TSP and leave the TFTP field blank, afterwards you will be able to configure the advanced modem settings !
