Try formating the flash. You may have a bad bit.

I can Ping my GRE local interfaces, even if the Tunnel is administratively down. My IOS is a 12.2.26 on a 7204

When you tracert, your source address is the interface that is the closest to the destination. A point to keep in mind for routing and for access lists.
