We delete entire key named with the affected user's email address under HKEY_Current_User\Software\Cisco Systems\ViewMail for Outlook\Profiles\Outlook\ServersClose Outlook. Reopen and it usually can be setup again just fine under Outlook options.
Same problem with Win7x64.To resolve, you can delete CIPCLocaleDownloader.exe from the Program Files\Cisco Systems\Cisco IP Communicator folder. It won't try to update your locale anymore.
