There must be a port assigned to one VDC physically cabled to a port in a different VDC. The connection can be L2 connection or L3 connection.

Have you configured the Controllers? You have to specify the card type, and then you have to configure what timeslots you are using under the controller t1 config. I don't think you will see the serial interface in the config until you configure ...
