Yes because the customer owns the assets. They will only get a basic experience in Cisco IQ because they did not purchase Cisco branded service coverage, but they can absolutely have an account and connect their telemetry to it.
CX Agent does not sync with Cisco's contract database. When the CX Agent uploads the network data to CX Cloud, then there is a sync with the contracts database within CX Cloud.
