If nothing helps like it was in my case, try to add this line in the config mode:file privilege <priv level> This's helped in my case.

I think it will be worth having this question answered. After many lab setups and attempts it seems the only way to route multicast from Spoke-to-Spoke is to use it along with SSM. And also the IP routing from the spokes has to be set to the hub IP, ...
