Okay, let me put in this way..
1. What if you want to use CNA card (VIC) + GPU? You need mezz slot for GPU.
2. What if you want to use CAN card (VIC) + storage accelerator? You need mezz slot for accelerator.
3. Redundant CAN cards i.e. 2 VIC cards...

Below table explains all. So on mezz slot you can have storage accelerators/port-expander/GPUs/VIC, however on mLOM you can only have VIC-1240/1340.

As per below description it does appears to be any issue with blade BMC(CIMC) talking to IOMs (CMC). So if Chassis don't see any demand of additional power from blades it will put PSUs in to power save state to save power consumption....

So what you are thinking is exactly correct!! Since cimc don't recognize that card, it would spin the fan on high RPM. If actual fan policy & desired fan policy differs, this should be due to some devices in the server(Ex: GPU, ...
